Nope, it was a bug, it got fixed in one update. Cause when you have enough workshops when you try to buy it says "Max capacity" this issue was that the workshops were empty of workers at all.and all dark. Oh, right, yeah, had the same thing happening. I thought it was about the workshop capacity.
But if your town has a prosperity of over 6000, both of these should turn a profit. Folks are complaining about workshops being nerfed with 1.4.2, but I think they are mostly too lazy and impatient to work at it. Yes, the update reduced profits, but I'm still getting 200+ profit per workshop each day. #2.
From what I hear workshops are busted. People list 50 things to look out for when setting up a workshop, but its mostly useless information since theres no guarantee any of it is simulated. It wasnt that long ago when the best strategy was to make a Tannery everywhere you can, even in a town with another Tannery. Thats the level of simulation here.
2 ways to really use workshops. Focus on what is for a more hands off approach. Use it to create shortages to make bank trading I personally like the 2nd way, let the shop run out or resources in town, then you run around the map, buy up what you need, sell it in your workshop town for a heavy markup, then shop makes money on top of that.
