I usually get mine by farming certain vending machines that often give large amounts (the one at Nukaworld USA's parking lot, the one near the Parlor, the one by the outbuildings west of Galactic Zone, etc.), but those are random. Take me down from the ridge where the summer ends.

Skip the Water Purification Plant and Garden altogether. Go straight to Nuka Cola Bottler. You should already be training your dwellers to 10 E. The Nuka Cola plant uses E as its SPECIAL stat, so you don't have to train your dwellers in anything else.
