Skip the Water Purification Plant and Garden altogether. Go straight to Nuka Cola Bottler. You should already be training your dwellers to 10 E. The Nuka Cola plant uses E as its SPECIAL stat, so you don't have to train your dwellers in anything else. The Garden and Water Purification rooms require additional training to use, thus more time 4p5iI.
